President Bush will announce Thursday the creation of a new federal agency that will serve as a clearinghouse for intelligence information on terrorism, administration sources said.
The administration has asked the nation's television networks for air time at 8 p.m. ET Thursday, so the president can address the nation about the matter.
It was unclear how the new agency -- which would collect and share information about terrorist threats -- would interact with the Office of Homeland Security, created in the wake of the September 11 terrorist attacks.
The administration has found itself on the defensive as many lawmakers, including some Republicans, say the FBI and CIA failed to work together and missed clues that might have helped thwart the attacks.
