Federal action to tighten air security since Sept. 11 doesn't offer a bit of protection against a threat cited just one week ago by the FBI — terrorists interested in using small planes for suicide attacks. In fact, security remains almost non-existent around the 4,500 airports where more than 220,000 private planes operate. Anybody with a credit card can charter a plane, including a good-sized jet, as easily as renting a car. Yet while the crackdown on commercial flying could make small planes more attractive to terrorists, little has been done to plug the holes.
